  1.Genesis of IN-SPACe for a New India Space Sector

The Government of India has initiated space sector reforms, to promote, enable, authorize and supervise private enterprises and start-ups to undertake space activities. An independent nodal agency under the Department of Space – the Indian National Space Promotion and Authorization Centre (IN-SPACe) was announced on June 24, 2020. This will enhance the diffusion of space technology and boost the space economy within the country, for a resurgent, Aatmanirbhar Bharat (आत्म निर्भर भारत). This far-reaching space reforms initiative, promulgated by the Government of India in June 2020, will give a major fillip to the private sector space industry, including start-ups. IN-SPACe will be the cornerstone of space reforms in the country.

IN-SPACe was formally inaugurated on 10th June, 2022 by the Hon’ble Prime Minister, Shri Narendra Modi. The occasion was graced by Shri Bhupendra Patel, Chief Minister of Gujarat, Shri Amit Shah, Union Minister for Home Affairs and Cooperation, Shri C.R. Patel Member of Parliament and Shri Ajit Kumar Doval National Security Advisor Gol, Dr. S Somnath, Chairman ISRO and Dr. Pawan Goenka, Chairman IN- SPACe. A total of ten MoUs were exchanged with the NGEs in the presence of Hon’ble Prime Minister, Shri Narendra Modi during the inauguration ceremony

  2.The organisation structure of In-SPACe

Dr. Pawan Goenka is the Chairman of IN-SPACe. IN-SPACe is functioning with three directorates and Joint Secretary, with headquarters at Ahmedabad. These are - the Promotion Directorate, headed by Dr. Vinod Kumar, the Program Management and Authorization Directorate, headed by Dr. Prafulla Kumar Jain, the Technical Directorate, headed by Mr. Rajeev Jyoti, and Mr. Lochan Sehra is Joint Secretary for Legal, Finance and Administration areas

The agency acts as an interface between ISRO and Non-Governmental Entities (NGEs) and assesses how to utilize India’s space resources better and increase space-based activities. It also assesses the needs and demands of private players, including educational and research institutions, and explore ways to accommodate these requirements in consultation with ISRO. Existing ISRO infrastructure, both ground- and space-based, scientific, and technical resources, and even data can be made accessible to interested parties to enable them to carry out their space-related activities through IN-SPACe.
