Promoting Space Technology based Tools and Applications in Governance & Development - Uttar Pradesh
State Meet on “Promoting Space Technology based Tools and Applications in Governance & Development in Uttar Pradesh” was organised by Remote Sensing Applications Centre, Uttar Pradesh (RSAC-UP) on January 30, 2018 at Lucknow. This State Meet is a sequel to the National Meet organised by the Department of Space, Government of India at New Delhi in September 2015 in which Hon’ble Prime Minister in his address emphasised the need to have such meets with various stakeholders at the State level to promote more effective utilisation of space technology for societal benefits.
The State Meet was inaugurated by Shri Mohsin Raza, State Minister, Department of Science and Technology, Govt. of U.P. In his inaugural address, he highlighted the importance of such a Meet in enhancing the governance and developmental activities in the State and urged that an action plan be made immediately after the Meet for implementation of the recommendations which emerge for each of the Departments.
Dr. K. Sivan, Chairman ISRO and Secretary, Department of Space, Govt. of India addressed the participants through video conferencing from ISRO Hqs, Bengaluru. Dr. Sivan said that space technology is currently being utilised for natural resource management, development and infrastructure planning, health, education, disaster management and many other related activities. He assured that ISRO would provide all necessary support required towards implementing the recommendations of the State Meet.
Shri Akhilesh Mishra, Special Secretary, IT, Gov. of U.P.; Dr. P.G. Diwakar, Scientific Secretary, ISRO; Dr. A. Senthil Kumar, Director, Indian Institute of Remote Sensing (IIRS); and Shri Rajiva Mohan, Director, RSAC-UP also addressed the participants. A 'User Requirement Document’ prepared by RSAC-UP based on the mutual discussions between the scientists of RSAC-UP and officials of the line departments was released during the inaugural session.
Over 100 officials, including Secretaries, Special Secretaries, Head of the Departments and other Senior Officers from 29 line departments of Govt. of U.P., ISRO and RSAC-UP participated in the Meet.
The technical sessions were organised on four themes, namely, "Natural Resources Management", "Developmental Planning", "Infrastructure Planning" and "Health, Education and Welfare".
In the concluding session, Director, RSAC-UP presented a summary of the requirements of each line department, especially highlighting the new requirements. More than 80 initiatives have emerged from this State Meet.
This Uttar Pradesh Meet was the 16th such state meet. With this, 16 States (Haryana, Bihar, Uttarakhand, Mizoram, Nagaland, Rajasthan, Punjab, Jharkhand, Meghalaya, Himachal Pradesh, Kerala, Chhattisgarh, Assam, Madhya Pradesh, Tamil Nadu and Uttar Pradesh) have conducted their Meet so far, which were attended by Senior dignitaries of the state like Chief Ministers and senior officials of the State etc., Remaining States have worked out the plans to conduct such Meets and get the benefits of Space Technology in Governance and Development.
