COVID-19 - Geospatial Technology based solution
Department of Space/ ISRO is supporting various State Governments, by providing Geo-spatial tools and location based solutions to fight against COVID-19, including national level Corona virus tracker. At the same time, ISRO also made an attempt to study various impacts due to lockdown in terms of status of atmospheric parameters and water. The department could carry out varieties of studies with different States using geospatial technology under Bhuvan Geoportal, deployed at NRSC, Hyderabad. These tools and services have been gainfully utilised by some of the State Governments in the country.

• Monitoring and managing COVID-19 in our country is quite complex as it hosts more than 1.3 billion population, in addition to a huge population of livestock and pets. NRSC, ISRO customised Geo-portal and developed ‘Bhuvan-COVID-19’ at national level to track the pandemic and update common public on current situation.

The geoportal provides many other interest graphic presentation at national level as part of sensitising common man on the Covid-19 situation on a regular basis, based on the data presented by MoHFW portal. While the Covid-19 dashboard depicts dynamic information of the status of the pandemic at national level, many state level applications were developed and deployed, that are described as follows.
• Bihar State: For Bihar State, a unique tool is deployed that helps in mapping the Epi-centre of the infections and depict containment zones Or hotspots for containment with tertiary buffer zones to manage the pandemic at field level. This is implemented as per Government stipulations to effectively fight, localise and contain the virus. This tool is helping various districts in the Bihar State for easily identifying the villages, their population, etc in the containment zones. At the same time very high resolution satellite images are able to provide household level information for management teams to draw strategies at local level.

• Telangana State: Similarly, in Telangana State, location based services are enabled using mobile Apps linked to Geo-portal ‘Bhuvan-COVID-19’ that helps in services of mobile vegetable market at different places in Hyderabad. More than 150 wards residents are served vegetables at their doorsteps and other requirements and also GNSS based tracking of vegetable vans is enabled for the public to know the vehicle movements and for location tracking. Such tools help in providing technology based information updates and support to livelihood under critical conditions of lockdown.
Telangana State: Real time locations of “Mobile Rythu Bazar” and enables Estate Officers of Agriculture Department to allocate vegetable transport vehicle and plan their routes efficiently with various in-built reporting tools.
• Tamil Nadu State:
a. CDAC, Tamilnadu requested for geospatial support for their program and accordingly webservices /APIs were provided for geolocation and tracing
b. Services were rendered for Amma Unavagam program in Tamil Nadu, Anna Purana Meal Centres in Telangana with a focus on the GPS-based location information and easy navigation to reach food to the needy at various locations. This tool was readily configured and customised and provided to the users, as required. There are many such solutions also being provided to people as required, so that this national geospatial platform can quickly address various solutions to the distressed community. This clearly shows that under critical conditions, geospatial tools with location based applications on Mobile platforms could be easily adopted to provide quick solutions that helps local government in addressing many important issues that are people-centric in nature.

• Support to ECIL: Monal 2020 from ECIL, enables round-the-clock monitoring in case of home isolation of COVID-19 patients. ISRO extended necessary support to use Bhuvan services to geolocation of Patients in different zones (like Red/Orange/Green) of a specified area (like city/district/ State).
