The key strength of Department of Space is its human resource. Their commitment, dedication, knowledge and skills determine the quality and quantum of its output. Indian achievements in the space programme are attributed to their efforts. The Department has recruited, trained and developed the required manpower to meet the needs of the space programme. The approved strength of the Department is 16,280 of which 11,057 are in S&T and 5,223 in administrative categories. Work-study on S&T manpower requirements for the 10 th Five Year Plan has been completed and is under implementation for major DOS Centres/Units. Cadre review for administrative staff has also been completed and implemented.
Facilities have been provided to meet various welfare needs of employees, such as housing, medical, canteen, schooling for children, etc. The status of housing is provided in Table-I.
Training The scheme of induction training programme for freshly inducted scientists and engineers, introduced in 2002, has continued in 2004 also. One hundred and ninety five newly recruited scientists and engineers underwent this extensive training of about 100 days duration in two batches. In addition, about 2,200 employees at different levels have been trained in various areas of technology, management, computer, safety, administrative systems, etc., spanning close to 5000 man-days during the year. JCM The Scheme of Joint Consultative Machinery (JCM) of the Department continued to function satisfactorily during the year. The 30 th meeting of the Departmental Council of JCM was held in April 2004.
Apprentice Training Under training of apprentices in the Technical and Commercial Trades, 1367 apprentices were trained in the DOS Centres and Units. Reservation in Services Scheduled Castes and Scheduled Tribes The Department is following the guidelines for recruitment, promotion and the welfare of scheduled castes and scheduled tribes. Table-II shows the status of representations of persons belonging to scheduled castes and scheduled tribes. Physically Handicapped Position regarding appointment of physically handicapped persons is given in Table-III. Ex-Servicemen The status of representation of ex-servicemen is given in Table-IV. Other Backword Classes (OBCs) DOS has appointed 603 persons belonging to other backward classes so far, 67 of them during the year. Women Employees There are 1189 women employees belonging to scientific and technical categories and 1181 in the administrative categories in the Department. They represent 17 percent of the total manpower of the Department. Details are given in Table-V. Vigilance Vigilance Awareness Week was observed commencing with administering of pledge to the employees on November 1, 2004. The details of Disciplinary (non-vigilance) and vigilance cases dealt with during 2004 are given in Table VI. Grievances Redressal Machinery Joint Secretary, DOS has been notified as the Grievance Officer of the Department. Grievances Redressal Machinery as envisaged by the Government has been functioning satisfactorily in the Department. During the year a total number of 32 grievances were received and appropriately dealt with by the Staff Grievance Committees. Progressive Use of Hindi Implementation of Hindi in DOS Centres has continued with vigour during the year. The Official Language Implementation Committee (OLIC) of DOS held quarterly meetings to review the progress in the use of Hindi. DOS Centres and Units have participated in the meetings of Town OLIC constituted in the the respective Towns. The 2nd Sub Committee of Committee of the Parliament on Official Language has inspected ISRO Hqrs., Bangalore in January, 2005 to review the implementation of Official Language Policy. An annual inspection programme has been drawn up to implement Hindi in a more effective manner and to evaluate the progress. The training programmes in Hindi through Hindi teaching scheme and other arrangements have been strengthened. The percentage of employees possessing working knowledge of Hindi in DOS has considerably increased to more than 80 per cent. Action plan for imparting training to the remaining employees by 2005-06 is being drawn up. Hindi Day, Hindi Week and Hindi Workshops have been organised during which competitions in essay, noting and drafting, typewriting, quiz, poetry recitation, debate etc. have been held. The competitions have been organised for Hindi knowing and non-Hindi knowing employees separately. Scientific, technical and other staff are encouraged through incentives to contrtibute articles in Hindi during Inter-Centre technical seminar as well as for publication in the in-house journals. A sum of Rs.1500/- is given for each article accepted for publication in magazines and a sum of Rs.2000/- for each article accepted for Inter-Centre-Technical Seminars. DOS Annual Report, Performance Budget and the Detailed Demands for Grants were brought out in Hindi and English. The Annual Reports and the Audited Statements of Accounts of Antrix Corporation Limited, NMRF, PRL, NRSA and NE-SAC have been brought out in bilingual form. Several pamphlets, stickers and posters on space programme were brought out in Hindi. A Hindi booklet on Indian Lunar Mission "Chandrayaan" was brought out during the year. Antariksh Bharat the quarterly magazine of DOS is brought out regularly. Many DOS Centres/Units bring out in-house magazines in Hindi. A pamphlet depicting the activities of Official Language Implemenation was also brought out during the year. As a part of computerisation programme in Hindi, the Hindi software Leap-office has been installed in computers in DOS Centres/Units. Training was imparted to the employees to enable them to work in Hindi on computers. During the year, the following technical seminars were held in Hindi:
DOS personnel have participated in the activites on progressive use of Hindi organised by various voluntary organisations like Kendriya Sachivalaya Hindi Parishad, New Delhi and Mysore Hindi Prachar Parishad and Town OLICs and won prizes. The Town OLIC comprising 101 Central Government Offices at Thiruvananthapuram awarded 3 rd prize to Gagan, the House Journal of VSSC.
